Thanks — I do think parents and their attitudes share a lot in the blame here. I think the best outcome would be a government-provided system like you see in western Europe. The second-best would be more straightforward regulations that are more tightly enforced. Right now is the worst of all worlds — an extremely complex regulatory environment and very little enforcement. Good operators (not talking tech entrepreneurs here) go elsewhere and business goes underground.
