The level of government intervention right now is — in my opinion — the worst policy option available. Extraordinarily tough regulations and poor enforcement pushes the entire market underground and scares off quality operators. The government could simply offer public daycare just as it offers public kindergarten and grade school. But barring that, it should enable private solutions, not scare them off.
